Reasons
On July 7, 2008, the purpose and content of the case was to manufacture and sell various devices using environmental measuring instruments, light, ultra-short wave, and ultra-shortwave.
On January 31, 2011, the Defendant publicly announced the “implementation plan for a new product development project on condition of purchase in 2011” to support the technology development and marketing of small and medium enterprises, and the Plaintiff subscribed to the said plan.
According to the above announcement, a new product development project subject to purchase is a project in which the technological demand source, such as large enterprises and public institutions, expresses their intent to purchase and proposes development, or a small and medium enterprise proposes ideas (technology) to the technological demand source to obtain a voluntary purchase agreement, and provides funds to small and medium enterprises by adopting a task to support them, and a small and medium enterprise can secure a market by purchasing new products for a certain period of time at the technology demand source if it has succeeded in the development and
The defendant shall provide funds necessary for technology development to small and medium enterprises without securing and interest, and where a small and medium enterprise has succeeded in technology development, a certain rate of the amount of support shall be refunded

On June 7, 201, the head of a specialized institution for technology promotion of small and medium enterprises (hereinafter “specialized institution for technology promotion”) entered into an agreement on technology development projects with the Plaintiff and the Korea Meteorological Administration, which are the Korea Meteorological Administration (hereinafter “Development of current-scale observation equipment to measure transparency in the atmosphere”). The period of technology development and the project cost are as follows.
