1. Details of the disposition;

A. On October 4, 2016, the Defendant: (a) issued a public announcement of the receipt of proposals to select priority negotiation partners for the development activities (hereinafter “instant public announcement”); (b) the public announcement of the instant public announcement and the preparation of the attached proposal guidelines (hereinafter “instant guidelines”) on the Yeonsu-gu Incheon Metropolitan City’s Incheon Metropolitan City’s public announcement of 2016-1 KRW 22-1, Yeonsu-gu, Incheon (hereinafter “instant park site”); and (c) the main contents of the instant public announcement and the written proposal guidelines (hereinafter “instant guidelines”) are as follows.

The public notice of the receipt of proposals for the selection of priority negotiation subjects (public notice of this case) shall be given.

1. Project name of the project outline: The same public announcement was made regarding three regional park projects, such as Yeonsu-gu Incheon Metropolitan City, Seodo 2 Park Development Activities on the same day, but it is irrelevant to this case, and it is not separately publicly announced;

Business location: 60,000 square meters per annum 22-1,000 square meters in Yeonsu-gu Incheon Metropolitan City

Appraisal of qualification for participation and method of selecting those subject to preferential negotiation and method of selecting those subject to preferential negotiation: Application of the proposal evaluation table (examination table) to the proposal evaluation of development activities of Incheon Metropolitan City - referring to the evaluation results of proposals among proposers and the result of consultation by the Urban Park Committee, and referring to the result of evaluation of proposals from among proposers - referring to the selection of those subject to preferential negotiation subject to preferential negotiation pursuant to the guidelines for preparation of proposals, but only where the proposer is sole person, he/she shall be selected as subject to preferential negotiation pursuant to the guidelines for preparation of proposals from among cases where the proposal meets the conditions of proposals according to the guidelines for preparation of proposals
