Reasons
Punishment of the crime
In order to commit a crime of ‘scaming', those who are in Chinese etc., they receive domestic victims' deposits, etc. by means of the following systems: inducement books consisting of lusent persons in Korean language; passbooks and card solicitation books and cash and check cards in Korea; card delivery books which convey the collected cards to the withdrawal books, etc.; cash delivery books which receive the funds from the cash payment machines; and delivery books which receive the funds from the cash payment machines; and delivery books which deliver the withdrawals to the sum of the withdrawals.
