1. The plaintiff's claim is dismissed.

1. Basic facts

A. Around June 2016, the Defendant (the de facto performance does not distinction between the actual performance of duties and the Defendant) published a public notice of open recruitment for the illegal towing vehicle towing vehicle within the jurisdiction of the Chang-gu, Changwon-si as follows.

1. Name of business: Agency business of towing vehicles for illegal parking or stopping;

9. Qualification;

(a) An individual or corporation that has completed a special motor vehicle manual pursuant to Article 3 of the Trucking Transport Business Act and has no grounds for disqualification under Article 4 of the same Act and Article 36 of the Road Traffic Act, and has a special motor vehicle (three motor vehicles for 2.5 tons (one motor vehicle for 2.5 tons and two small and medium vehicles) and two or more general dogs, and has a principal office in the Changjin-si, Changwon-si;

1) The standards for holding special motor vehicles are limited to those registered prior to the date of public announcement 2) the special motor vehicles shall be directly operated by the agency and shall be equipped with ancillary equipment capable of towing and shall be pressured by the comprehensive motor vehicle insurance.

(b)to install a temporary office in a towing vehicle storage office and to carry out CCTV installation for the safe storage of the vehicle, and to carry out the storage, storage, and return of towed vehicles;
