1. The plaintiff's claims against the defendants are all dismissed.
2. The costs of lawsuit shall be borne by the Plaintiff.
Reasons
1. Facts of recognition;
A. Pursuant to Article 4(6) of the former Special Act on Designation and Management of Free Economic Zones (amended by Act No. 10529, Apr. 4, 201; hereinafter “former Free Economic Zone Act”), the Plaintiff is a local government that has promoted a development project for reclaiming the sea of Fil-day within the D Free Economic Zone E zone and creating a G complex (hereinafter “instant project”).
Defendant B served as the head of A/Gun from July 1, 2002 to June 30, 2014; Defendant C is a person in charge of the instant project from February 9, 2008 to January 3, 2016 while serving as the person in charge of the Plaintiff H in charge of the instant project.
B. On October 30, 2003, the Ministry of Finance and Economy: (a) on the establishment of J Co., Ltd. and the progress of the instant project; (b) on October 30, 2003, pursuant to Article 4(6) of the former Free Economic Zone Act and Article 3 of the Enforcement Decree of the same Act, the Ministry of Finance and Economy designated and publicly announced the method of implementing the instant development project as D Free Economic Zone; (c) determined and publicly announced the method of implementing the public development by accepting and using the said development project (Public Notice of the Ministry of Finance and Economy K); (d) part of the instant development project, which was one of the above development projects and developed a total of 6,281,00 square meters after landfill and landfill; (b) on January 18, 2008, the reclaimed part as the implementer of the said project was designated by Gyeongnam-do, Gyeongnam-do, Gyeongnam-do, and government-invested institutions; and (b) changed the development plan and its contents.
(N) On March 30, 2009, the Ministry of Knowledge Economy, on March 30, 2009, combines the above reclaimed land and the development project of the reclaimed land into the instant project, and in total, 6,281,000 square meters.
