A shall be punished by a fine for negligence of KRW 5,000,000, and by a fine of KRW 3,000,000, respectively.

Punishment of the crime
Defendant
From September 27, 2011, A took overall charge of the operation of E from D 4th to the president of the “E”, a long-term care facility, from the Si-si, Si-si, and Defendant B took charge of the duties, such as claiming expenses for long-term care benefits, as the head of the above medical care center.
In order for long-term care facilities to receive expenses for long-term care benefits from the National Health Insurance Corporation, they shall meet the standards for facilities and human resources under the Act on Long-Term Care Insurance for the Aged and the Enforcement Rules of the same Act, and shall be paid after reporting
Nevertheless, although E does not meet the above criteria for placement of human resources, the Defendants conspired to report to the National Health Insurance Corporation as if he/she met the criteria for placement of human resources and to receive normal expenses for care. From October 201 to July 2012, the Defendants: (a) there was a vacancy of one social worker compared to the number of necessary social workers; (b) G did not have worked as a social worker; and (c) from December 201 to January 2012, 201; and (d) from March 2012 to July 2012, 200, the Defendants filed an application for expenses for long-term care benefits with the aforementioned F and G as if they worked as one caregiver for each of the above periods; and (b) from October 201 to July 2012, the Defendants received from the victim to July 2012 the sum of KRW 310,510 and KRW 510 as the national bank account in the name of H bank in the name of the victim.
As a result, the Defendants conspired to attract the victim to receive the goods.
