1. Basic facts

A. A. A around 200, around 200, acquired a lot of land D large 61 square meters (hereinafter “instant land”) and surrounding land, and sold it to the general public in installments. As to the relationship where water supply facilities were not installed in the said area, C installed a groundwater pipe (hereinafter “instant well”) and a water tank facility on the instant land, and had a ground water spread from the said well-known-gun used as drinking water or water for living by large residents.

B. Around 2002, C applied for the use of electricity for residential purposes to supply electricity necessary for the propagation of groundwater through the instant pipes to the Korea Electric Power Corporation (hereinafter “Korea Electric Power Corporation”) (hereinafter “Korea Electric Power Corporation”). The Korea Electric Power Corporation installed electric meters for the supply of electricity upon the said request and supplied electricity from around that time.

(hereinafter referred to as the “instant electricity supply contract,” and the name of the user was changed from C to the Defendant at the request of the village residents who actually use electricity thereafter.

The defendant, around 2001, purchased Gyeonggi-gun E land from C in March 2005 and resided after constructing a house on the ground. Since the defendant had been living in the above village first, he has performed the business of collecting electricity rates under the electricity supply contract of this case from residents in the village.

On December 31, 2013, the Plaintiff was awarded a successful bid for the instant land, water tank facilities, and the instant pipes.

E. Before May 2014, village residents filed a civil petition to the effect that the electricity rates due to the use of the instant government units are too high, and the Han River is supplied with electricity for the purpose of spreading underground water jointly used by village residents, the purpose of the electricity supply contract is to change the type of contract into “other public purposes” and “industrial (A) power”.
