1. All of the plaintiffs' claims are dismissed.
2. The costs of lawsuit are assessed against the plaintiffs.
Reasons
1. Basic facts
A. The defendant U is a party. The defendant U is a cement factory (hereinafter referred to as "U factory") around September 19, 1964 on the X-based ground of the Chungcheongbuk-gun.
2) Defendant V, at the time of March 2, 1957, constructed cement factories (hereinafter “V factories”) and produced cement of about 1,50,000 tons per annum by operating 150,000 tons per annum of the above factories. At present, Defendant V produced cement of about 50,00 tons per annum from 5,000 tons per annum of the above factories (hereinafter “Defendant’s factories”) after construction of cement factories on the ground of Y at the time of tri-scale fishing (hereinafter “V factories”) around June 1957, and 7,00 tons per annum from 5,00,000,000 tons per annum of the above factories (from 5,000 tons per annum of the plastic facilities as of October 2012).
3 The plaintiffs are residents living or residing in the vicinity of the plaintiffs' factories as follows.

B. U factory in the status of the installation of air pollution prevention facilities of the Defendants’ factories began to be operated around September 1964; V factory started to be operated around June 1957; U factory started to be operated from around 2004; and V factory installed air pollution prevention facilities from around January 2003.
