Defendant shall be punished by a fine of KRW 700,000.

When the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

On December 10, 2013, the Defendant, as the president of the Yangcheon-gu Seoul Metropolitan Council of Residents' Representatives, organized the “Dregular Assembly” that demanded B apartment occupants to compensate for damage caused by the said construction work at the pre-delivery of the D Apartment Construction Site located in Yangcheon-gu Seoul Metropolitan Government Construction Site.

1. On December 10, 2013, from around 12:15 to around 13:14 of the same day, the Defendant: (a) occupied 60 lanes by the occupants of B apartments in front of the construction site on the front of the said construction site; (b) took the clicket stating the phrase “the suspension of construction and blasting damage compensation,” and “D construction suspension to neglect neighboring residents,” and obstructed the passage of vehicles by means of standing on the road for about one hour, by using a loudspeaker.

Accordingly, the defendant, together with the above participants in the assembly, interfered with the traffic by causing them to pass on the land.

2. On December 10, 2013, from around 10:55 to around 13:14 of the same day, the Defendant: (a) requested a meeting with 60 or more occupants of B apartments prior to the construction site; and (b) did not accept the request from the head of the construction site; (c) on the same day from around 12:15 to around 13:14 of the same day, the Defendant interfered with the construction of the said new apartment construction project by holding out the front lane of the road prior to the construction site, stating the phrase “the suspension of construction and the blasting damage compensation,” and “the suspension of DNA construction, disregarding the human population,” and by holding the above assertion using the loudspeaker, the Defendant interfered with the construction of the said new apartment construction project by preventing the passage of construction materials loaded at the construction site in a way that is located on the road at the above construction site from being supplied with construction materials, such as the sidewalk block, etc.

3. The Defendant violated the Assembly and Demonstration Act: (a) from around 12:15 on December 10, 2013 to around 13:14 on the road in front of the construction site, with 60 or more occupants of B apartment houses.
