Reasons

Punishment of the crime

The Defendant is a representative director of E Co., Ltd. (F. for the trade name before the change of April 23, 2003) who owns Bchip passenger cars, Cchip passenger cars, and Dchip passenger cars, and is a motor vehicle owner who operates the said motor vehicle for himself as a person entitled to use the said motor vehicle.

No motor vehicle owner shall operate any motor vehicle on the road on which mandatory insurance is not subscribed.
