Reasons
1. Details of the disposition;
A. The plaintiff is well-known.
A foreigner of the nationality of the Republic of Korea (hereinafter referred to as the "Korea"), who entered the Republic of Korea on April 13, 2015, with the status of stay C-3 (short-term Visit).
B. On April 15, 2015, the Plaintiff filed an application for recognition of refugee status with the Defendant, but on April 5, 2017, the Defendant rendered a disposition for recognition of refugee status (hereinafter “instant disposition”) to the Plaintiff on the ground that it is difficult to recognize “the well-founded fear that there is a risk of persecution” as stipulated in Article 1 of the Convention on the Status of Refugees (hereinafter “Refugee Convention”) and Article 1 of the Protocol on the Status of Refugees (hereinafter “Refugee Protocol”) and Article 1 of the Protocol on the Status of Refugees (hereinafter “Refugee Protocol”).
C. On April 14, 2017, the Plaintiff filed an objection with the Minister of Justice against the instant disposition. However, the Minister of Justice dismissed the Plaintiff’s objection on the same ground on October 11, 2017.

2. The assertion and judgment
A. The Plaintiff’s assertion began from around 2014 to feel same-sexs as one’s own, and thereafter, the Plaintiff took a school system with the male who is B, and had sexual intercourse.
On January 2015, the Plaintiff had sexual intercourse B with his mother’s home located in Cambodia (Kampala). However, the Plaintiff appeared to have observed this and sought the Plaintiff.
The plaintiff's mother also contacted neighbors, and neighbors have moved to the house of the plaintiff's mother. The plaintiff went away from his place of residence, but the plaintiff was unsatisfed by neighbors who turned away without getting out of the place of residence B, and then the plaintiff was well satisfed.
