All appeals are dismissed.
The costs of appeal are assessed against the Plaintiffs, including the part resulting from the supplementary participation.
Reasons
The plaintiffs did not state the grounds of appeal in the petition of appeal, and did not submit the grounds of appeal within the lawful period of submission.
Therefore, all appeals are dismissed in accordance with Article 8(2) of the Administrative Litigation Act and Article 429 of the Civil Procedure Act, and the costs of appeal are assessed against the losing party including the part resulting from the participation in the appeal. It is so decided as per Disposition by the assent of all participating Justices
