Reasons
1. Details of ruling;
A. On August 20, 2015, the head of Dongdaemun-gu Seoul Metropolitan Government publicly announced the project implementation authorization for the “B Housing Redevelopment Improvement Project” implemented by the Defendant pursuant to Article 28 of the former Act on the Maintenance and Improvement of Urban Areas and Dwelling Conditions for Residents (wholly amended by Act No. 14567, Feb. 8, 2017).

The defendant of the adjudication of expropriation by the local Land Tribunal of Seoul Special Metropolitan City applied for adjudication in order to acquire each land (hereinafter referred to as "land to be expropriated in this case" and "land to be expropriated in this case") indicated in the attached Table 1 owned by the plaintiff located in the above improvement zone, and the local Land Tribunal of Seoul Special Metropolitan City determined the commencement date of expropriation as of January 11, 2019 with respect to each land to be expropriated in this case on November 23, 2018.
C. On July 25, 2019, the Central Land Expropriation Committee filed an objection against the said adjudication of expropriation. On July 25, 2019, the Central Land Expropriation rendered an objection (hereinafter “the instant adjudication”) with the content that the compensation for losses for each land to be expropriated in the instant case was modified as indicated in the “amount of compensation” column in the attached Table.
