1. The plaintiff's claim is dismissed.

2. The costs of lawsuit shall be borne by the Plaintiff.

1. Details of the disposition;

A. On September 28, 1994, the Plaintiff was specially employed as a local engineer (class 10) from South-Gun, and from July 5, 2005 to August 2, 2015, the Plaintiff was in charge of the receipt, approval, and construction management of water supply works from January 12, 2012. From August 3, 2015, the Plaintiff was in charge of the duties of receiving water supply works, obtaining approval, and managing construction works.

B. According to Articles 9 and 15 of the former Ordinance on the Supply of Waterworks of Jeju Special Self-Governing Province (amended by Ordinance No. 1018, Mar. 20, 2013) and Article 3 of the former Enforcement Rule of the same Ordinance (amended by Ordinance No. 361, Jul. 17, 2013), a person who intends to receive tap water shall request the Do Governor in advance to obtain approval for the relevant water supply work. When granting approval for the water supply work, the person shall pay the water supply cost payment notice within 20 days from the date of notification, and the applicant shall pay the water supply cost payment notice and settle the construction cost after the completion of the water supply work. 2) However, on December 2, 2012, the Plaintiff prepared an application for approval for the private water supply work by Non-Party C and D, among which the budget for the private water supply work was allocated, and then prepared an application for approval to the above private water supply work in the first way after consultation with the above individual, and subsequently approved the payment notice by the Plaintiff.

Accordingly, on December 13, 2012, the Plaintiff received KRW 755,210 from C to December 14, 2012, and KRW 1,708,360 from D to December 14, 2012, and consumed it for personal purposes, such as living expenses.
