The defendant is a person who drives a seal-fwing cargo vehicle B.

On September 6, 2016, the Defendant driven the said vehicle at a distance of about 200 meters from the front side of the Suwonyang-gun, North Korean Health Center located in the same Ri to the white distance located in the same Ri while under the influence of alcohol of 0.076% of blood alcohol level around 20:53 on September 6, 2016.
