1. The court's explanation of this case is the same as the entry of the reasons for the judgment of the court of first instance, and thus, citing this case in accordance with Article 8 (2) of the Administrative Litigation Act and Article 420 of the Civil Procedure Act.

(2) The judgment of the court of first instance, which dismissed the Plaintiff’s claim on the ground that the Plaintiff’s appeal is justifiable, is dismissed on the ground that the Plaintiff’s appeal is dismissed on the ground that it is not reasonable. It is so decided as per Disposition by the assent of all participating Justices.
