1. Special obstruction of performance of official duties is a recipient of basic living who is supported by living expenses, etc. from the State and Southern City, and the defendant did not provide household appliances, such as coolant, at the Namwon-si B Administrative Welfare Center having jurisdiction over his/her place of residence, and did not frequently find his/her place of residence. On August 5, 2020, the defendant was found to the B Administrative Welfare Center located in Namwon-si C, with excessive (20 cm in total length, 9 cm in length) that is dangerous goods around 14:15, and had excessive (9 cm in total length).

At this point, the Defendant, a public official D, who is the head of the Dong of the B Administrative Welfare Center, entered the Dong room where he is working, and attempted to do harm to the body of the E, i.e., commit an excessive excess in which he was holding to the effect that he is "the head of the Dong", and followed up, a public official E working as the head of the B Administrative Welfare Center as the head of the Dong to stop the Defendant's behavior by entering the Dong room, and thereby, threatened the victim with the excessive restriction that the public official E was able to stop the Defendant's behavior.

As a result, the defendant interfered with legitimate performance of public duties concerning civil service response and welfare administration of public officials E working at the B Public Welfare Center in Namwon-si.

2. No person shall file a false report on any crime or disaster with a public official who does not violate the Punishment of Minor Offenses Act;

Nevertheless, around 14:30 on June 28, 2020, the Defendant stated that “A police officer working at the 1112 comprehensive situation room of the former North Korean Police Agency 112 connected by telephone via Defendant’s cell phone (F)” was “A police officer who died of a person, 10 persons,” without any particular reason, even though the Defendant was not dead.”

As a result, the defendant filed a false report on a crime that was not committed by a public official.
