Reasons
Punishment of the crime
- Violation of the Higher Education Act due to the “unlawful Conferment of Degrees” against Defendant A, C, and F
1. The K University is a junior college that is established and managed by the educational foundation M with L as the location of the Defendants at the time of Ma.
Defendant
A, from March 1, 2005 to February 28, 2008, while serving as a social welfare professor of K University, from March 1, 2008 to March 2008, a person who has not been granted a special position from K University to March 2008, and has been managing and operating so-called “K University Nlearning course site”, Defendant C is a person who has served as a deputy principal of K University or an administrative director from around March 1, 2005 to June 201, and Defendant F is a person who has served as a social welfare professor of K University and a professor of K University from March 1, 2007 to September 1, 2008 and works as a head of social welfare department and department.

When the K University, a local private university operating the so-called “Nlearning hall” of the K University, was unable to collect the number of students only by high school graduates and experienced difficulties in maintaining school finance and establishment department due to the reduction of number of students, etc., the K University: (a) obtained social welfare-related degrees, using the fact that social welfare-related degrees would not apply for a separate examination but can obtain class 2 social workers and class 2 infant care teachers’ license; (b) recruited employees and main departments in Seoul or Seoul metropolitan area, conducted social welfare-related departments, such as social welfare in Seoul or Seoul metropolitan area, and granted relevant degrees so that they can obtain the above qualification certificate; and (c) received the enrollment fees, and (d) received the enrollment fees from K University to appropriate them for school finance.
Accordingly, from March 2005 to February 2, 2009, K University recruited social welfare and 2005 to 34 students of 2005 to 2009, and 54 students of 2005 to 2006, including P, etc.
