The reasoning of the judgment of the court of first instance concerning the instant case is as stated in the reasoning of the judgment of the court of first instance, except for the Plaintiff’s new assertion in the court of first instance under Paragraph (2) below, and thus, it shall be cited in accordance with Article 8(2) of the Administrative Litigation Act and the main sentence of Article 420 of the Civil Procedure Act.

A. Article 13 of the Local Public Officials Act provides that “Any unfavorable measure or omission against a public official’s will” subject to review of petition shall be limited to a disadvantageous measure against a public official’s status or status, such as demotion, leave of absence, dismissal from position, dismissal, etc.” under the purport of the above provision.
