Nevertheless, from Jun. 7, 2019 to Oct. 26, 2019, Defendants conspired to engage in entertainment tavern business without obtaining permission from the competent authority by having customers enjoy dancing according to music organized by DJ, which is operated by DJ, by having them sell alcoholic beverages to visitors visiting the place, and installing stage and lighting facilities.
