Reasons

1. Basic facts

7. Cooperative cultivating fisheries: A new inshore fishing ground in the south SeaF (area 6 years existing) developed so that fishers residing in a certain area may engage in a fishing ground (area 9) for which they obtain a fishing license under the provisions of subparagraphs 2 through 5 by dividing the waters within a certain depth limit of the fishing ground of communal fishing business and cultivating the fish in cooperation with those residing in a certain area by the methods provided for in the provisions of subparagraphs 2 through 5;
