A defendant shall be punished by imprisonment for not more than six months and a fine not exceeding 300,000 won.

When the defendant does not pay the above fine.

Punishment of the crime

1. No one, other than credit service providers or credit financial institutions that violate the Act on the Registration of Loan Business and the Protection of Financial Users, may place an advertisement on loan business;

Nevertheless, from May 2016 to January 13, 2017, the Defendant distributed approximately KRW 12,000 per day’s average advertising leaflets for loan business in accordance with the direction of B, where the Defendant is not a credit service provider or a specialized credit financial business entity registered with the competent authority, at the same time as the language Ri, Eup, Eup, and Dong-dong, Jung-dong, Dong-dong, Dong-dong, Dong-dong, Dong-dong, and Dong-dong.

In collusion with B, the Defendant advertised the loan business only with credit service providers or credit financial institutions registered with the competent administrative agency.

2. Forgery of private documents and the uttering of a falsified investigation document;

A. On January 13, 2017, the Defendant: (a) placed a loan business advertisement, as described in paragraph (1), on the front of the “E cafeteria” on the road located in Yangyang-si, Yangyang-si; (b) requested a voluntary accompanying from F, who is a police official belonging to the Gyeongsan Police Station, to the Gyeongyangsan Police Station; (c) made use of the mix, the Defendant’s name of the Defendant’s pro-Japanese letter of voluntary accompanying to enter the Defendant’s name in the confirmation column; and (d) sent it to the said F, without knowledge of the fact, as if it were duly established.

Accordingly, for the purpose of uttering, the Defendant forged a letter of voluntary accompanying consent in the name of G, which is a private document on fact verification, and exercised it.

B. On January 13, 2017, in the course of preparing a written statement and a written consent of voluntary submission, the Defendant entered the Defendant’s pro-Ga name in the confirmation column in the course of preparing a written statement and a written consent of voluntary submission at the H Team office of the Gyeongsan Police Station H Team located in 681-1 in the water supply site area in Yangsan-si, Yangsan-si, Yangyang-si, Yangyang-si, Yangyang-si, the 2036 water supply site area.
