Reasons
1. Basic facts
A. From November 1, 1950 to December 1951, 1951, the case of murdered by a civilian who was in the name of the Chang-gun of Jeollabuk-do on the ground that the civilian was killed on the ground that the police and military personnel would be engaged in the stopical operations and as soon as possible by the military (hereinafter referred to as “the case of civilian in the area of Chang-gu”).

2. The parties' assertion
A. The police officers, soldiers, etc. asserting the plaintiffs were killed of the victims of this case without due process, such as trial. The defendant suffered the victims of this case and their bereaved family members due to illegal acts committed by the police officers, soldiers, etc. as a supervisor of the police station, soldiers, etc. in the course of performing his/her duties.
