The prosecutor's appeal is dismissed.

Summary of the facts charged 1) Defendant A was a ship of Chinese nationality and a worker staying in the Republic of Korea with H-2 visa (friendly visit) and conspired to receive medical treatment with the Defendant’s health insurance card under the name of the Defendant and obtain the victim’s charges from the National Health Insurance Corporation among medical expenses.
