1. The instant lawsuit shall be dismissed.
2. The costs of lawsuit shall be borne by the Plaintiff.
Reasons
1. Basic facts
A. On September 19, 2012, a non-party 2 corporation (hereinafter “ non-party 2”) proposed the formulation of an urban management plan for KRW 727 Egypt-dong, Suwon-gu, Suwon-si, where a water-source cargo terminal was located, for the purpose of maintaining and improving infrastructure (road, green area) and publicly announcing the determination of an urban management plan (amended) for KRW 727 as well as the following conditions for the determination thereof (No. 2012-249).

C. On December 24, 2013, the vice versa divided the 728-4 square meters (203 square meters), 728-5 square meters (44 square meters), and 728-6 square meters (163 square meters) into the land of each of the instant projects, and completed green belt creation works and road construction works on the land of the instant project.
