1. The plaintiff's claims against the defendants are all dismissed.
2. The costs of lawsuit shall be borne by the Plaintiff.
Reasons
1. The following facts may be found either as a dispute between the parties or as a whole in the statements in Gap evidence Nos. 1, 2, and 4, Eul evidence Nos. 1, 3, Eul evidence Nos. 1, 5, and 6 (including additional numbers).
The Plaintiff and the Defendants are owners of Nanpo-si Nan-si 737 square meters (hereinafter “instant land”). The remaining Defendants except the Defendant Ypo-si are owners of neighboring land, who occupy and use the instant land as a passage way while constructing and operating a factory, etc. on their own land, and Defendant Ypo-si is a local government that designated and publicly announced the instant land as a road on October 31, 2013.
B. On December 13, 1982, the history of the instant land was divided into: (a) 0,89 square meters in Mapo-si, Mapo-si on December 13, 1982; (b) 9,684 square meters in Mapo-si; (c) 737 square meters in Mapo-si, Mapo-si; (d) 347 square meters in Po-si; and Q 131 square meters in Mapo-si
