Reasons
1. The reasoning of the judgment of the court of first instance is as follows: (a) the first “On July 5, 2016” in the first part from the last one to the second two pages of the judgment of the court of first instance is the same as the ground for the judgment of the court of first instance, except where the first “on August 24, 2014” is “on August 24, 2014; and (b) thus, it is accepted in accordance with Article 8(2) of the Administrative Litigation Act
2. The judgment of the first instance court is justifiable, and the plaintiff's appeal is dismissed as it is without merit.
