Defendant shall be punished by a fine of KRW 700,000.

When the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

The Defendant is the chief executive officer of the Korean Democratic Trade Union Federation (hereinafter referred to as the “Private Labor Union Federation”) metal labor union B.

On August 28, 2012, on August 31, 2012, the president of the Civil Labor Group held a "Wolman's resolution of the 8/31 plenary session", and reported to the chief of the Seoul Southern-gu Police Station to proceed by using two lanes in the Seoul Southern-gu square.

The 7,000 participants in the above assembly, including members of the Korean Civil Labor Group, were proceeding from around 15:10 to around 18:00 on August 31, 2012 due to a happy route that started and reported at the Jung-gu Seoul Metropolitan Area square, Jung-gu, Seoul, and arrived at the Ro-gu Ro-ro Ro-ro Ro-ro at around 16:07 on the same day, and 1,000 participants were living together with approximately 8,00 participants from around 16:35 to 18:00 on the same day while the number of participants continued to move back from the 16:00 line to the 8th line in front of the Ga-dong Do-dong Seoul, Jung-gu, Seoul.

On the other hand, at around 16:40 on August 31, 2012, the Defendant: (a) occupied 8,000 participants in other assemblies for about 60 minutes from around 16:0 to around 17:40, a lot department store in Jung-gu Seoul, Jung-gu, Seoul; (b) occupied 8,000 lanes in front of the department store; and (c) occupied 17:40 to around 17:40.

Accordingly, the Defendant conspired with other participants in the assembly and interfered with the traffic on land.
