Reasons
Punishment of the crime
[Criminal Power] On August 28, 2013, the Defendant sentenced ten months to imprisonment with prison labor for a violation of the Act on the Aggravated Punishment, etc. of Specific Crimes at Suwon District Court, which completed the execution of the sentence on March 3, 2014.
[2016 Highest 1659] The Defendant is unable to discern things or make decisions due to a serious behavior disorder requiring caution or treatment due to a disability of grade II in a mental retardation, and the Defendant lacks ability to discern things or make decisions:
1. On September 18, 2015, around 18:00, at the victim D’s house located in Suwon-si, Suwon-si, the victim and alcohol were stolen from the victim’s cell phone case in which the victim sacrifies one eye while drinking the victim, one credit card of the Nonghyup Bank, the victim’s possession, and one debit card of the Nonghyup Bank, from the victim’s cell phone case.

1. On June 15, 2016, around 06:25, the victim F of the Victim F in Suwon-gu, Suwon-si, came into a restaurant with a password of the entrance door locks, and stolen cash, which was owned by the victim, with a 70,000 won, in order to steal cash in the restaurant.
2. On June 16, 2016, around 06:40, a person intrudes into a restaurant at the same place in the same manner as above, and steals KRW 20,000,000, which is the cash owned by the victim located in the Kashter’s treasury.
