On January 28, 2018, at around 13:40, the Defendant driven a scoo vehicle in B without obtaining a driver’s license from around 5km-ro, Mapo-gu, Seoul to the 160 internal circular-ro, Mapo-gu, Seoul, 160 World Cup, to the Masan-IC road.
