1. Defendant A

(a) Any person who intends to recycle food wastes as feed for his/her own livestock shall install facilities prescribed by Ordinance of the Ministry of Environment and report thereon to the competent authority;

Nevertheless, from August 1, 2012 to April 30, 2013, the Defendant carried in approximately 346,680 litres (1,284 litres per day) from “G farm” in “F (the site 3,611 square meters, livestock raising facilities 1,416.25 square meters, five dongs, and number 500 heads of breeding farms) at the Gyeonggi-si (the site 3,611 square meters, the livestock raising facilities 1,416.25 square meters, and the number of livestock farms 500 square meters) and disposed of food wastes using them as swine feed, etc. without reporting to the competent authorities.

(b) Any person who intends to dispose of wastes shall comply with the standards and methods prescribed by Presidential Decree, in violation of the Wastes Control Act;
