1. All plaintiffs' lawsuits are dismissed.
2. The costs of the lawsuit shall include costs resulting from the participation.
Reasons
1. Details of the disposition;
A. On July 13, 2009, pursuant to Articles 13(1) and 20(2) of the former Industrial Cluster Development and Factory Establishment Act (amended by Act No. 9426, Feb. 6, 2009; hereinafter “former Factory Establishment Act”), the Defendant approved the establishment of a factory (hereinafter “instant factory”) as follows (hereinafter “approval for the establishment of a factory”).

B. In addition, on February 3, 2012, pursuant to Article 13 of the Act on Special Measures for Designation and Management of Development Restriction Zones (hereinafter “Development Restriction Zones Act”) and Article 11 of the former Building Act (amended by Act No. 11182, Jan. 17, 2012), the Defendant granted permission for development restriction zones (construction) for the purpose of factory renovation to the Tyang Industries.
According to the above permission, the two-service industry was scheduled to construct a factory building composed of 13 units of a building with a total floor area of 1,056.00 square meters and a total floor area of 1,901.76 square meters on the site of the instant application.
C. After that, the Defendant, in accordance with Article 13 of the Development Restriction Zone Act and Article 16 of the Building Act, permitted the act of development restriction zones (construction alteration) to the Tyang industry on May 10, 2012.
According to the above permission of change, five buildings with a total floor area of 1,098.08 square meters and eight buildings with a total floor area of 1,708.53 square meters.
Meanwhile, the plaintiffs are residents living in the area subject to prior examination of environmental impact on the construction of the factory of this case, and the rest of the plaintiffs except plaintiffs E on October 21, 2009.
