Reasons
1. Details of the disposition;

2. Whether the instant disposition is lawful
A. According to Article 91(1) [Attachment 28] of the Enforcement Rule of the Road Traffic Act, in the case of a driver of an unregistered vehicle, the driver’s license is revoked.
