1. The plaintiff's claim is dismissed.
2. The costs of lawsuit shall be borne by the Plaintiff.
Reasons
1. Details of the disposition;
A. On August 24, 2018, the Plaintiff filed an application with the Defendant for permission to engage in development activities as a package handling (hereinafter “instant application”) with the purport that the Plaintiff newly constructs four Dongs, such as a stable with a size of 4,326.3 square meters on the ground (hereinafter “instant livestock shed”) on the ground of CY 9864 square meters (hereinafter “instant application site”).
B. On September 12, 2018, the Defendant rejected the instant application for the following reasons.

A. At the time of the Dori livestock shed application site, as the E F new calendar company of E which is being promoted as a reverse point project (National Land Ministry-2018 National Land Ministry-50,000,000,000,000) was conducted, the Korean EF calendar company and railroad users who will be installed at a point of 1.3-2.4 km south to the point of 1.3-2.4 km to the south, and the problems such as urban landscape and the environment will be considerable.
The surrounding site for the application for a building permit is the excellent farmland where agricultural production infrastructure, such as repair facilities, is maintained as a arable area and there is a high need for conservation. Farmland in G district is a contract cultivation complex to produce the representative brand H of Korea, and is supported with the purchase fund and the genetic analysis expenses for the inspection of the variety level. It is highly likely that grouped farmland created by a studal stable may be continuously destroyed due to the construction of a studal stable, and it is anticipated that agricultural management and the residential environment may be damaged due to the malodor, dust, pests, soil, water pollution, etc. of farmland caused by newly constructed livestock pens, and therefore, it is inappropriate to the provisions of Articles 56(1), 58(1)4, and 58(3) of the National Land Planning and Utilization Act and Article 56(1) of the Enforcement Decree of the same Act and Article 1-2(1)-A-(1) and 1-D(2) of the Act.
The height, form and color of the building shall not be damaged by the natural scenery and fine view around the building.
