Reasons
Criminal facts
On April 8, 2004, the defendant and the respondent for an attachment order (hereinafter referred to as the "defendant") were sentenced to imprisonment with prison labor for three years for the crime of violation of the Act on the Aggravated Punishment, etc. of Specific Crimes (ththief) in the Seoul Western District Court. After that, on October 10, 2008, the Defendant was sentenced to imprisonment with prison labor for the same crime in the same court, and on the same day, the said judgment became final and conclusive on the same day, and on February 28, 2010, the same criminal records were exceeded eight times in addition to the completion of the execution of the sentence in the Seoul Southern Prison.

1. Violation of the Act on the Punishment of Sexual Crimes and Protection of Victims thereof;
A.
