On December 28, 2013, at around 15:35, the Defendant participated in an assembly or demonstration and took part in providing relief to an unspecified number of vehicles from around 16:50 on December 28, 2013 to around 19:35, the Defendant interfered with the passage of unspecified vehicles from around 16:50 on the same day to December 28, 2013 to around 12:35, while the Defendant participated in an assembly or demonstration with approximately 3,00 participants in other assemblies, and did not report the progress.

Accordingly, the Defendant conspired with other participants in the assembly and interfered with the traffic on land by other means.
