A is the chairperson of the committee for taking occupancy in the apartment complex council of prospective occupants in G, and Defendant B, C, and D are members of the above council, and people who purchase Incheon Seo-gu apartment constructed by H as a member of the above council.

As the Defendants raised doubt that the said apartment part was omitted, the Defendants continued to request the Incheon Free Economic Zone Authority to disclose the results of structural safety diagnosis, to hold a public hearing, and to withhold the completion approval.

A and the executive body of the Council submitted an outdoor assembly report to hold a meeting in front of the Incheon Free Economic Zone Authority, from June 14, 2013 to June 11, 2013, to the Yeonsu-gu Incheon Incheon Incheon Training Police Station, Yeonsu-gu, Incheon Free Economic Zone Authority, and from June 14, 2013 to June 11 of the following month, submitted an outdoor assembly report to hold the “G building's call meeting to find out the causes of defective construction of the building (hereinafter the instant assembly)” in front of the Incheon Free Economic Zone Authority.

Accordingly, the members of the Council prepared pl cards, paper cards, head belts, small or large sized sized sized sizeds, IMs, etc. in accordance with the above assembly report, and held meetings in front of the Incheon Free Economic Zone Office from June 20 to June 27, 2013.

The organizer of an assembly shall not engage in any conduct clearly deviating from the scope of the reported purpose, date, time, place, method, etc.
