Reasons
The reasoning of the judgment of this court is the same as that of the judgment of the court of first instance (this is also the same in light of the Plaintiff’s appearance of evidence Nos. 5 and 6 submitted to this court in the evidence duly admitted and examined by the court of first instance), Article 8(2) of the Administrative Litigation Act, and Article 420 of the Civil Procedure Act.
Therefore, the judgment of the first instance is legitimate, and the plaintiff's appeal is dismissed. It is so decided as per Disposition.
