1. The defendant's appeal is dismissed.

1. Basic facts

A. The Organizing Committee for the EXPO 2012 EXPO that is an incorporated foundation (hereinafter referred to as the "Organizing Committee") was established pursuant to Article 4 of the Special Act on Assistance to the EXPO 2012 EXPO 2012 for the purpose of supporting the successful holding of the EXPO 2012 EXPO 2012, as the above Act was wholly amended on January 26, 2012, the name of the law was changed to the "Special Act on Assistance to and Ex-Post Facto Utilization of the EXPO 2012 EXPO 201. As the above Act was wholly amended on December 11, 2012, the name of the law was changed to the "Special Act on the Assistance to and Ex-Post Facto Utilization of the EXPO 2012 EXPO 201; hereinafter referred to as the "Organizing Committee") and the incorporated foundation established pursuant to Article 4 of the "Special Act prior to the full amendment on December 11, 2012, the Plaintiffs organized a joint supply and demand organization and made a public announcement of the designation of the Chairperson.

B. On October 29, 2010, the Organizing Committee entered into a service agreement between the Plaintiffs with respect to the said Chairperson’s vicarious operation services, which covers the total project amount of KRW 47,247,00,000,000, and the total project period from October 29, 2010 to November 12, 2012.

On September 30, 2011, the Organizing Committee entered into a contract with the Plaintiffs to change the total project amount to KRW 58,180,000,000 with respect to the above agency services.

On March 19, 2012, the Organizing Committee concluded a final service contract with the plaintiffs and the above agency services with the total amount of KRW 50,872,00,000.
