A Lending a license for a herb pharmacist without obtaining permission from the Minister of Food and Drug Safety, or establishing a license for a herb pharmacist, using herb drugs that have been promised in advance, such as maul, in setting the manufacturing methods by stage according to the strength of the drug, and by using herb drugs that have been committed in conspiracy with the herb pharmacists operating the herb pharmacy, and as a result, he/she has employed telephone counselors to promote multilateral herb, and the customer wishing to purchase the herb drugs by telephone communications with the herb pharmacist to consult about the health conditions of the customer, living habits, etc. of the customer, and to sell the herb drugs by way of delivering the herb drugs to the customer, after setting the stage of selling the herb drugs to the customer.
