1. The plaintiff's claim is dismissed.

1. Facts of recognition;

A. On July 21, 2010, the Defendant announced the public announcement of the following with regard to the Incheon International Airport Drainage Repair Corporation (hereinafter “instant construction”).

- Notice of tender –

1. Matters referred to the tender;

(a) Construction name: The repair work for drainage of the Incheon International Airport;

(b) Construction site: One member of Jung-gu Incheon Metropolitan City town (Seoul, North Korea, and drainage locker on the side of the Dong);

(c) Period: 18 months from the date of contract;

(d) Details of the project (the specifications of materials, the details of installation, and confirmation from the specifications and relevant drawings);

(e) Estimated construction cost of KRW 2,336,00,00 for estimated construction cost of KRW 2,123,636,364, VAT 212,363,636;

2. Bidding and contracting methods;

(a)the tender is subject to total tendering without attaching a statement of calculation to the tender;

3. A company which has registered the business of construction of painting and the business of dismantling non-structure structures under the Framework Act on the Construction Industry, and has a single unit of dam, drainage, or floodgate, and the actual completion record of construction of 11.6 million won in a single unit within the last ten years as of the date of public announcement of tender;

5. Tender progress schedule;

(a)The site site descriptions shall not be any separate site descriptions, and will substitute for the perusal of design drawings;

Perusal of design documents, such as the repair quantity and construction contents, shall be confirmed by the Korean Civil Works Facility Team and the time of participation in the tender.

6. Determination of multiple reserve prices and estimated price;

(a) Reserve price basis amount: 2,289,280,000 won (including VAT);

B. Based on the reserve price basic amount: 【The average of four choices ( below 1 won) chosen by drawing two at the time of the bidding by each bidder among 15 multiple reserve prices drawn within the limit of 2% shall be the estimated price.
