1. The Defendants jointly share KRW 10,000,000 with respect thereto to the Plaintiff and the period from December 9, 2015 to August 31, 2016.
Reasons
1. Basic facts
A. Defendant B served as the 14th superintendent of education from December 28, 2007 to June 30, 2010, and the Plaintiff followed it and served as the 15th superintendent of education from July 1, 2010 to June 30, 2014.
On June 4, 2014, the Plaintiff and Defendant B registered as a candidate for D superintendent’s election (hereinafter “instant election”) at the 6th national local election, which was implemented on June 4, 2014.
Defendant C is an election campaign worker (the severe press report) of Defendant B.
B. On April 30, 2014, Defendant C sent promotional materials of preliminary candidates on April 30, 2014, the Defendant C produced and sent the promotional materials of Defendant B’s “D Preliminary Candidates for Office of Education” on April 30, 2014, and entered the immediately back of the above promotional materials on the front side of the above promotional materials. In the investigation of the integrity of the Anti-Corruption and Civil Rights Commission in 2009, D education, which was led by B superintendent of education, accounts for a national E (National F) throughout the country (the comprehensive integrity) in the evaluation of public officials. The integrity level was only replaced by the superintendent of education in 2010, and it was written as “G, H, 2011, I, 2012, and 2013.”

다. 2014. 5. 25.자 후보자 책자형 선거공보 발송 및 인터넷 게시 피고들은, 2014. 5. 25.경 피고 B의 ‘D 교육감 후보자 책자형 선거공보’를 제작, 발송하면서 위 선거공보에 ‘2010년, 교육감 하나 바뀌었을 뿐인데 청렴도는 바닥으로 추락해 G, 2011년 H, 2012년 I, 2013년 J가 되었습니다’라고 기재하고, 그 왼편 청렴도 순위를 나타낸 막대그래프 하단에 ‘2008∽2009 피고 B 재임기간’, '2010∼2013 원고 재임기간'으로 표시하고, 피고 B의 선거홍보용으로 개설한 블로그(K)에 위 책자형 선거공보의 내용을 그대로 게시하였다.
