1. Basic facts

A. The status of the parties concerned is the council of occupants' representatives of Yongsan-gu Seoul Metropolitan Government C Apartment (hereinafter referred to as "C Apartment"), the plaintiff A is the representative of C Apartment 101, and the plaintiff B was the chairperson of the C Apartment Election Commission (hereinafter referred to as "chairperson of the Election Management Commission") at the time of the election of the chairperson of the council of occupants' representatives at the 14th C Apartment (hereinafter referred to as "council of occupants' representatives").
