1. The plaintiff's claims against the defendants are all dismissed.

2. The costs of lawsuit shall be borne by the Plaintiff.

Facts of recognition

On April 20, 1981, the Plaintiff entrusted a comprehensive plan for the operation and management of the National Housing Fund established the National Housing Fund pursuant to the Housing Construction Promotion Act in order to secure funds necessary to efficiently implement the comprehensive plan for the construction of housing and supply them smoothly, and the Ministry of Land, Transport and Maritime Affairs revised by Act No. 8852 on February 29, 2008, and the Ministry of Land, Transport and Maritime Affairs as the Ministry of Land, Transport and Maritime Affairs was amended by Act No. 11690 on March 23, 2013, and the Ministry of Land, Infrastructure and Transport changed its name to the Ministry of Land, Infrastructure and Transport.

On July 20, 1981, the Minister of Land, Infrastructure and Transport entered into an entrustment contract on the Korea Housing and Commercial Bank and the Fund business (hereinafter “instant entrustment contract”) pursuant to the Housing Construction Promotion Act that it may entrust affairs on the operation and management of the National Housing Fund to the president of the Korea Housing and Commercial Bank (amended by the Housing Construction Promotion Act by Act No. 6250 on January 28, 200, to the person designated by the Minister of Land, Infrastructure and Transport, such as financial institutions, etc.).

On August 30, 1997, the Korea Housing and Commercial Bank established on August 30, 1997 succeeded to the operation and management of the National Housing Fund in the Korea Housing and Commercial Bank, and the Korea Housing and Commercial Bank (hereinafter “Defendant National Bank”) and the Korea Housing and Commercial Bank (hereinafter “Korea Housing and Commercial Bank”) have merged on November 1, 2001 and performed the above operations.

The National Agricultural Cooperative Federation (the National Agricultural Cooperative Federation was established on March 2, 2012, dividing the credit business of the National Agricultural Cooperative Federation on March 2, 2012 according to Article 134-4 of the Agricultural Cooperatives Act; hereinafter collectively referred to as the "Defendant Nonghyup") and the defendant Korean Bank (hereinafter referred to as the "Korea Bank") shall be the same.
