The defendant is the operator of the Drench Co., Ltd. in Silung-si.

On October 19, 2015, the Defendant received a notification from the head of the vehicle registration office of the Silung-si to return the motor vehicle registration certificate, registration number plate, and seal because the age of the motor vehicle exceeds the age of the motor vehicle E (MM3) owned by the Defendant and the ex officio as of October 7, 2015, the Defendant failed to return the said registration certificate, registration number plate, and seal without any inevitable reason.

Around January 7, 2016, the defendant received the notification of the registration certificate and the registration certificate as of December 28, 2015, the defendant did not return the registration certificate without justifiable reasons despite the receipt of the seal and the registration certificate as of December 28, 2015, because the total age of 20 large-scale motor vehicles exceeds that of the motor vehicle, the number of the motor vehicle exceeds that of the motor vehicle of the Republic of Korea, the number of the motor vehicle of the Republic of Korea (A42.0), the M (A42.0 TFS), the NFS, the P (O), the Q (K7), the R (R7), the R (S), the M (S), the C (K7), the Republic of Korea (K7), the M (H), the X (DI), the M (A42.0 TI), the MM (Article 508) and the registration certificate certificate was sealed and sealed ex officio.
