Reasons
Punishment of the crime
No lessee of a public rental house may transfer the right of lease to another person without the consent of the lessor, and no one shall arrange for such transfer.
Nevertheless, C and D sold the passbook of deposit in the name of C to the non-defluence in Seoul Special Metropolitan City, Nowon-gu, through the non-defluence, and the Defendant sold the passbook of deposit to E (Death), and C entered into a lease agreement with the lessor with the Korea Land and Housing Corporation and the lessor on November 1, 201 with respect to the "F apartment in Suwon-si, Young-gu, 6006, 1401, a public rental house, which was the winning through the above passbook of deposit around November 14, 201."
