Defendant shall be punished by a fine of KRW 3,000,000.

If the defendant does not pay the above fine, the amount of KRW 100,000 shall be paid.

Punishment of the crime

The Defendant, a development restriction zone, is the one who leased the land of two lots, Kimpo-si, and Kimpo-si.

1. No building or altering the purpose of use of a building, installation of a structure, change of the form and quality of land, partition of land, piling up articles, cutting down bamboo and trees, etc. within a development restriction zone without obtaining permission from the competent authority;

Nevertheless, on March 2012, the Defendant changed the form and quality of land by cutting and raising the area exceeding the area for which the previous permission was obtained on the land outside Kimpo-si, Kimpo-si, which is a development-restricted zone (excess 1,600 square meters), without obtaining permission from the competent authority.

2. In relation to changing the form and quality of land in a development-restricted zone as prescribed in paragraph (1), the Defendant failed to comply with an order issued by Kimpo, a competent authority, to rectify a violation on three occasions on May 13, 2013; and on September 3, 2013, the Defendant issued a total of three occasions to correct the violation.
