Reasons
Punishment of the crime
On October 26, 2011, the Defendant was a candidate for the Southern-gu Seoul Metropolitan Council member's election of the Ulsan-gu Council member and was elected as a local council member. On December 26, 2013, the Defendant was a person who was registered as a preliminary candidate for the election of the head of Ulsan-gu Gu around February 28, 201, after holding a press check at the press center of the Ulsan-gu Council of Ulsan-gu Council in the Chungcheongnam-gu, Ulsan-gu, Ulsan-gu, Seoul and held on June 4, 2014 at the press center of the Ulsan-gu, Ulsan-gu, which was held on June 26, 201.
1. Nevertheless, on January 14, 2014, prior to the registration date of preliminary candidates for the election of the head of Ulsan-gu and prior to the commencement date of the election campaign period for the head of Ulsan-gu, the Defendant visited Emart located in Ulsan-do D and distributed a total of 143 name cards, as shown in the separate list of crimes, from that time until January 24, 2014, including the Defendant’s 27 name cards with the Defendant’s photograph, brief personal history, etc. written out, “I are going to the office of Nam-gu,” and distributed 143 name cards, as indicated in the separate list of crimes, from January 24, 2014.
