Defendant shall be punished by a fine of KRW 2,000,000.

If the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

The defendant is a person who operates C (ju) established for the purpose of industrial washing business in B in the south of Korea.

Any person who intends to install an emission facility that emits specific substances harmful to water quality shall obtain permission from the competent authority and shall not operate the emission facilities without obtaining permission, and in operating emission facilities and prevention facilities, he/she shall make a report on the commencement of operation in advance to the Minister of Environment, discharge water pollutants flowing into prevention facilities without going through the final discharge outlet, or install facilities capable of discharging water pollutants without going through the final discharge outlet.

Nevertheless, around February 2013, the Defendant installed concentration tanks where intermediate discharge pipes are installed while installing wastewater discharge facilities at the above workplace, and operated washing facilities, which are emission facilities, without reporting the commencement of operation around September 2, 2013. From November 25, 2013 to April 24, 2013, the Defendant operated the said washing facilities without obtaining permission from the competent authority, and discharged approximately three tons of wastewater containing specific substances harmful to water quality into sewage in the workplace through the said intermediate discharge pipes, not through the final discharge outlet, rather than the final discharge outlet.
