1. All of the plaintiff's claims are dismissed.
2. The costs of lawsuit shall be borne by the Plaintiff.
Reasons
The plaintiff is operating the C Education Center (hereinafter referred to as the "instant Education Center") on the fifth floor of the Gangnam-gu Seoul Metropolitan Government B building.
The Plaintiff was recognized as a vocational skills development training course under Article 19(1) of the Act on the Development of Workplace Skills of Workers (hereinafter “Vocational Skills Development Act”) by the Defendant on September 17, 2014, the Plaintiff was recognized as a “vocational skills development training course for understanding and diagnosis of psychological assessment” on September 18, 2014.

5. On two occasions on July 10, 2015, an occasional instruction and inspection by a training institution against the instant education center was conducted, and on the basis of the result, the following dispositions were taken against the Plaintiff on July 10, 2015:
(hereinafter referred to as “disposition of July 10, 2015”). Serial training courses: (a) - Comprehensive Trial and Assessment Practice Process (In-depthization) for the grounds for disposition of the training courses (from April 25, 2015 to June 13, 2015) - Comprehensive Review and Assessment Process for the violation of the training contents recognized - Where it is recognized as a process for comprehensive Review and Assessment; (b) in fact, the training was conducted for different contents without operating recognized contents; and (c) the two psychological examination and high-level practice process (at a higher level) for the restriction on the entrustment of the relevant courses (at least two (16) - On May 16, 2015 to May 26, 2015; (d) - On March 3, 2015, the Defendant conducted a training course for the restriction of training for 20 hours, but conducted an additional training program for 4 hours, -5 hours, and 6 days after the completion of the training for the following 3 days.
hereinafter “Disposition as of August 21, 2015” and “each Disposition as of July 10, 2015” refers to each Disposition as of July 10, 2015, and each Disposition as of this case.
